Measures valid until 15 March 2022.

Italy applies health-related restriction measures to incoming travellers, which may vary depending on their country of origin. The dispositions you must follow in order to enter Italy are given below.

EU countries, Schengen area, Andorra, Principality of Monaco

Travellers from these countries can enter Italy without quarantine obligation, provided that they:

1. Fill in the Passenger Locator Form before entering Italy. If you do not have suitable technological tools, you can download the printed version of the Passenger Locator Form.
2. Present the EU Digital COVID Certificate on arrival. Non-EU citizens can present a COVID-19 Green Certificate, in paper or digital form, issued by the health authorities of their home country, certifying vaccination recognized by the European Medicines Agency (EMA) or successful recovery from COVID-19.

Travellers who, on entering Italy, do not present this documentation may nevertheless enter the country but must undergo fiduciary isolation for 5 days and inform the Prevention Department of the competent Local Health Authority (see page: COVID-19 Toll-free numbers and regional information). After 5 days of isolation, they must perform an additional molecular or antigen test.

If, in the 14 days prior to entering Italy, you stayed in a country other than those mentioned in this section, you may be subject to additional restrictions. For information about your trip, visit viaggiaresicuri.it.

Other countries from which travellers may enter Italy without the obligation of fiduciary isolation

Measures valid for travellers arriving from Argentina, Australia, Bahrein, Canada, Cile, Colombia, Indonesia, Israel, Japan, Kuwait, New Zealand, Perù, Qatar, Republic of Korea, Rwanda, Saudi Arabia, United Arab Emirates, United States, United Kingdom of Great Britain and Northern Ireland (including Gibraltar, Isle of Man, Channel Islands and British bases on the island of Cyprus but excluding territories outside the European continent), Uruguay, Taiwan, Special Administrative Regions of Hong Kong and Macau. Anyone who has stayed or passed through one of these countries in the 14 days prior to entering Italy must:

1. Fill in the Passenger Locator Form before entering Italy. If you do not have suitable technological tools, you can download the printed version of the Passenger Locator Form.
2. Present COVID-19 green pass or certificate on arrival issued by the health authority of their country certifying complete vaccination against COVID-19, performed at least 14 days beforehand, using a vaccine recognized by the European Medicines Agency (EMA). Travellers from Canada, Japan and the United States of America may alternatively present a COVID-19 green pass of successful recovery or certification of successful recovery issued by competent health authorities.
3. Present a document certifying that they have performed a molecular swab test with negative result in the 72 hours prior to arrival in Italy, or an antigenic swab test with negative result in the 24 hours prior to arrival in Italy. The term for the molecular swab test is reduced to 48 hours for travellers from the United Kingdom of Great Britain and Northern Ireland.

Green Passes must be in Italian, English, French or Spanish and can be presented in digital or printed formats.

Travellers who, on entering Italy, do not present this documentation may nevertheless enter the country but must undergo fiduciary isolation for 5 days and inform the Prevention Department of the competent Local Health Authority (see page: COVID-19 Toll-free numbers and regional information). After 5 days of isolation, they must perform an additional molecular or antigen test.

Countries from which it is forbidden to enter Italy

Entry into and transit through Italy are forbidden to persons who have stayed or transited in the previous 14 day period in South Africa, Lesotho, Botswana, Zimbabwe, Malawi, Mozambique, Namibia and Eswatini.

Exceptions are allowed to Italian citizens who registered their residence in Italy prior to 26 November 2021. Such persons may enter Italy with their minor children, spouse or civil union partner, provided they do not present symptoms of COVID-19 and must observe the following obligations:

1. Fill in the Passenger Locator Form before entering Italy. If you do not have suitable technological tools, you can download the printed version of the Passenger Locator Form.
2. Present on embarking a document certifying having taken a molecular test 72 hours prior to arrival in Italy with a negative result.
3. On arrival, they must undergo a further molecular or antigenic swab test and remain in isolation until the test result is received.
4. They must remain in fiduciary isolation for ten days at the address indicated in the Passenger Locator Form.
5. They must take a new molecular or antigenic test at the end of the isolation period.

Countries not included in the previous lists

Travellers from all other countries are not allowed to enter Italy except for certain specific reasons:

1. work
2. health
3. study
4. absolute urgency
5. return to domicile, home or residence

Swab exemptions for infants and minors

Children under the age of 6 are not obliged to present proof of a negative result for molecular or antigen tests on entry into Italy but must comply with the isolation obligation when required.

Persons under the age of 18 are exempted from the obligation of isolation (where applicable) only if they are accompanied by a parent who is also exempt from such requirement because of the possession of a certificate of vaccination or a certificate of recovery.

To guarantee the safety of residents and tourists, the Italian government has introduced a classification of regions based on the colors white (minimum risk), yellow, orange and red (maximum risk).

Each colour corresponds to different prevention measures that regulate the possibility of movement on the regional territory, the movement between regions, the opening of commercial activities, restaurants and places of culture.

On the basis of the local situation, the Italian regions can introduce further measures, valid only on their own territory, which are added to the national provisions.

The EU Digital COVID Certificate for entering Italy

The EU Digital COVID Certificate allows all travellers to move freely within the European Union and the Schengen area.

The document certifies one of the following conditions:

1. vaccination against COVID-19
2. negative result of an antigen or molecular test carried out in the 48 hours (antigenic test) or 72 hours (molecular test)
3. recovery from COVID-19

You can apply for the EU Digital COVID Certificate through channels recognized in your country, such as testing centres, national health authorities or an eHealth portal.

The EU Digital COVID Certificate can be issued to:

1. citizens of the European Union and their family members
2. third-country nationals who stay or legally reside in one Member State and have the right to travel to other Member States

If you have the EU Digital COVID Certificate, you can enter Italy without quarantine obligation. You can show it on arrival in digital format to the operator, who must check its validity directly from your smartphone, or present a printed version. Both versions have a QR code containing essential information and a digital signature ensuring their authenticity. The EU Digital COVID Certificate is valid in all EU countries and the Schengen area. Non-EU citizens can present a COVID-19 Green Certificate, in paper or digital form, issued by the health authorities of their home country, certifying vaccination recognized by the European Medicines Agency (EMA). The EMA currently recognizes the following vaccines:

1. Comirnaty (Pfizer/BioNTech)
2. Spikevax (Moderna)
3. Vaxzevria (AstraZeneca)
4. Janssen Pharmaceutica NV (JohnsonJohnson)

The EU Digital COVID Certificate for travel, services and recreational activities

Two types of green COVID-19 certificate are now recognised in Italy:

1. Basic Green Pass: certifies vaccination, recovery from COVID-19 or a negative result for a molecular or antigenic swab
2. Super Green Pass: only certifies vaccination or recovery from COVID-19

The Green Pass (Basic or Super) is only required for people over 12 years of age.

Access to certain activities and services requires a Super Green Pass. In other circumstances, the Basic Green Pass suffices. Lastly, some activities or services can be accessed even without the Green Pass. Refer to the table in the GENERAL PROVISIONS section for more information.

Certificates issued by the Health Authorities of Canada, Japan, Israel, the United Kingdom and the United States are considered equivalent to the EU Digital COVID Certificate and therefore allow access to all services and activities for which a Green Pass is required in Italy.

Validity of the certificates

The Vaccine Certificate is valid for nine months from the completion of the vaccine cycle or administration of the booster dose in order enter or return to Italy from abroad. On the other hand, it is valid for six months in order to make use of services for which the Super Green Pass is required (see the table in the GENERAL PROVISIONS section for more information).

Certification of full health recovery is valid for six months.

Certification of COVID-19 negative status is valid for 48 hours from the time the swab is taken for the rapid antigen test and 72 hours for the molecular test.

Passengers travelling on COVID-tested flights authorized by the Ministry of Health can enter Italy without having to comply with health surveillance and fiduciary isolation obligations.

Passengers travelling on "COVID-tested" flights are required:

1. to present a certificate to the airline and its control personnel on boarding testifying a negative result for a molecular or antigen swab test taken no more than 48 hours prior to boarding
2. to fill in the Passenger Locator Form to be presented before boarding
3. take another molecular (RT PCR) or antigenic swab test on arrival at the destination airport
